Senior Manager – Purchase Card Program Support
Job Summary:
The Senior Manager – Purchase Card Program Support is responsible for leading and supervising a team that provides oversight and support services to the Purchase Card Program of the National Institute of Health (NIH). The candidate will ensure compliance with applicable standards, regulations, and policies, and will provide leadership and guidance to the team to meet the requirements and expectations of the contract.
Key Responsibilities:
- Manage and supervise a contractor team providing oversight and support services to the NIH Purchase Card Program
- Review 100% of NIH’s purchase card transactions to determine compliance and identify transactions requiring further review
- Conduct compliance reviews of Cardholders and Card Approving Officials to assess purchases made over a 3-month period
- Provide leadership and guidance to the Senior Purchase Card Consultant Indiana conducting compliance reviews
- Collaborate with the NIH A/OPC to revise, update, and implement NIH Purchase Card policies
- Prepare briefings, presentations, and data calls for various stakeholders
- Develop and update training materials Indiana accordance with OMB Circular A-123 and other relevant regulations
Requirements:
- Bachelor’s Degree with at least 8 years of management experience Indiana procurement and purchase card programs
- Strong leadership, project management, analytical, and interpersonal skills
- Experience Indiana compliance auditing and certification Indiana auditing
- Knowledge of FAR, HHS Acquisition Regulation, GSA-Government-wide SmartPay Purchase Card Program, and relevant laws, regulations, and agency policies and procedures
- Proficiency Indiana Microsoft Office, data analysis tools, and certified Indiana auditing
- Ability to use approved data analysis tools and comply with NIH OIT Certification and Accreditation (C&A) standards
